You may play in Any event Anywhere - as long as you can meet the minimum match scheduling/playing requirements.

As long as your match locale allows visitors, and guidelines/regulations are followed, you bet! They cannot be physically on the court, there is no coaching nor any interference of any kind, you know--common sense and decency that is expected by our beloved sport.

The official rule is: No, not for communicating. You are here to play a match and enjoy yourself. If there is a good reason to have it on--such as, you have an ill family member and need to be available for an alert, and you've needed a tiny break on the tennis court--by all means, ask your opponent(s) for permission first. It comes down to courtesy and reasonable conduct during matches.
